1. Coaches are responsible to ensure that all spectators stay outside of the yellow curb field perimeter. No spectator should be on the FIELDturf at any time.
2. The coach and manager are responsible to ensure that after the game their sideline is free of garbage and other debris associated with the game.
3. The Tournament Committee shall be the final authority in all tournament matters
4. Matches shall be played in conformity with the rules of WSYSA, USYSA, and FIFA, unless otherwise stated herein.
5. All teams should have roster forms, including player names, birthdates and jersey numbers, signed and approved by their Association or Club registrar. Out-of-state Teams must also have the proper permission to travel papers from their State, Provincial or National authorities.
6. All teams must have their travel papers, and official team roster verified and approved by the Tournament Registrar. This may be done at the Tournament field Headquarters no less then one hour prior to the team's first match. There will be no Exceptions.
7. State or Provincial Select or Development teams may only take part at the discretion of the Tournament Committee in the age division assigned by the Tournament Committee. Such teams will always play in a division at least one year older than they normally would.
8. Each team is limited to a roster of 18 players. Teams may have guest players with proper identification. No player may participate on more than one team playing in the tournament. All players must be currently registered with WSYSA (Washington State Youth Soccer Assocaition) or their corresponding state soccer association.
9. All teams will play a minimum of three matches. Forfeit's 1-0 Wins
10. Each division shall be limited to no more than sixteen teams. When possible, divisions shall be divided into equal sized groups, with teams playing matches against every other team in their group. Groups shall be seeded, and when possible, drawn to avoid placement of teams from the same area in the same group.
11. A point system shall be employed to determine the order of finish in group play, as follows:
- Six points for a win
- One point per goal up to three goals
- One point for a shutout
- Three points shall be awarded for a draw
- When a team forfeits, the opposing team will receive a 1-0 victory, which will give them seven points: Six points for the win, and 1 point for the goal, but they will not receive a point for the shutout.
- The team with the most points in Group Play will be the winner of the Group; The rest of the teams shall finish in the order of highest points
- If teams are equal in points, then tie-breakers, in order of importance, shall be:
- The team which defeated the other
- Total goals against
- The team with the fewest losses in group play
- The team which posted the most opponent shut-outs (opponents held scoreless)
- The team scoring the most goals
- Coin Toss or Penalty Kick.
12. The duration of matches shall be as follows:

In group Play and Consolation matches, draw shall stand as played. In the Semi-Finals and Finals, matches which end in a draw shall be decided by the playing of extra time. In divisions U-11 through U-19 (2 x 10 Minute over time) shall play golden goal, if still tied, and then the match is decided by the taking kicks from the mark.
13. Every team must have two sets of uniforms: dark and light jerseys. When the color of the Team shirts conflict, the team listed first in the schedule must change to an alternate color.
14. Substitution shall be allowed as follows:
- Prior to a throw-in, in your favor
- Prior to a goal kick, by either team
- After a goal, by either team
- After an injury, when the referee stops play, by either team
- At half-time
- When the referee stops play to caution a player, only the cautioned player may be substituted, prior to the restart of the game
- Unlimited substitutions
- A cautioned player shall be substituted for immediately and not return until the next legal substitution
15. If a player is sent off, that player and his or her coach must report to the Tournament Judicial Committee within minutes of the end of the match. If the offense is of a serious nature, the Tournament Committee reserves the right to impose a suspension. Should a player be sent off a second time, the Tournament Judicial Committee may suspend the player for the remainder of the tournament. If any player receives three yellow cards during the tournament, he or she will sit out a game suspension and that player and his or her coach must report to the Tournament Committee within 30 minutes of the match in which the third yellow card is given.
16. All appeals of misconduct reports shall be made in writing, and the game referee must be notified before he or she leaves the field. The appeal must be submitted to the Tournament Field Headquarters no more than 30 minutes after the completion of the match. The appeal must detail the errors which the referee may have committed, and include any other mitigating circumstances and third testimony that should be considered. Appeals will be settled by the Tournament Judicial Committee.
17. All games are FINAL. N0 protests are accepted; Decision on the field is final. Coaches are held strictly accountable for the conduct of their teams, parents and supporters. Abusive behavior toward the referee, opponents or tournament staff will not be tolerated. Such misconduct and breaches of sportsmanship shall be turned over to the Tournament Judicial Committee for an immediate hearing.
18. Neither the Tournament Committee, nor Starfire Sports are responsible for games cancelled because of unplayable fields. Such cancellations are for the safety of the players and referee’s, and no liability will be assumed.
